Utah Governor Cox Signs Earned Wage Access Bill into Law
On March 25, 2025, Utah Governor Spencer Cox signed HB 279, the Earned Wage Access Services Act, into law.
By passing this law, Utah codifies earned wage access (EWA) products as a financial service requiring its own unique and dedicated regulatory system distinct from traditional lending frameworks. The bill requires EWA providers to register with the Utah Division of Consumer Protection and requires providers to uphold important consumer protections. Payactiv is already compliant with these requirements.
In passing the EWA bill, Utah has become the eighth state that has enacted a dedicated EWA regulatory framework. The other states are California, Nevada, Missouri, Wisconsin, Kansas, South Carolina, and Arkansas.
